A meeting agenda shared before the meeting is the single highest-leverage thing you can do to make the meeting useful. It sets expectations, lets people prepare, and gives you a structure to return to when the discussion drifts.

Why Most Agendas Fail
They list topics instead of outcomes
"Marketing update" is a topic. "Decide which channels to cut for Q3" is an outcome. Topics let the meeting drift. Outcomes give the meeting a finish line. Rewrite every agenda item as an outcome and your meetings will end on time significantly more often.
They leave time allocations blank
If you do not allocate time to each item, the first item expands to fill the whole meeting. Even rough time allocations (10 min / 5 min / 10 min) create a shared contract that keeps discussions from running over.
They are sent too late
An agenda sent 10 minutes before the meeting is a decoration. Send it 24 hours in advance. If people cannot prepare, the meeting should be an email.
